Minutes of the meeting of the Resources & Policy Committee held via Zoom on Wednesday 14th October 2020 at 19:30.

Apologies for absence were received from Cllr A. MacKay (work).
A resident asked Councillors about the various proposals for Birchwood Playing Fields particularly the one that would not cost the Council anything to building nor run.
The resident was advised that the Council were not yet at a point where public consultation could take place as CoVid19 had delayed matters, however, there would be public consultation before any decision was made.
There were none
Minutes of the meeting held on 3rd September 2020 were approved and will be signed by the Chairman when possible.
This was not dealt with as it was overlooked and actions will roll over to the next meeting of the Committee.
Members considered the recommendation and RESOLVED nem con that HR Services Partnership be engaged to provide up to 5 hours’ advice or training to Councillors.

Members considered the report and RESOLVED that staff with more than 6 months’ service receive a card from Councillors when they leave the Council’s employment by reason of redundancy, retirement or new job. Staff who have completed 20 years’ service or more will also receive a gift to the value of £50. All of the above will be paid from the Mayor’s Allowance in accordance with the law.

Noted that the next meeting of the Committee will take place on 17th November 2020 at 7.30pm.
RESOLVED that the press and public be excluded for the following items as their presence would be prejudicial to the public interest by reason of the confidential nature of the business to be transacted
(i) Commercial Matters
Members considered the requests and RESOLVED that the enquirers be advised that this Council valued the green space for recreational use and they would not be interested in releasing the land for development.

Members noted the Head of Operation’s Report and were please that financial losses were as not as significant as originally feared. Councillors recognised the impact CoVid was having on the Council’s main income streams that supported the precept.
The Head of Operations was requested to define the tipping point that the losses become significant enough that a change is required and build a contingency plan for how this will be handled to ensure that the Council manage the impact e.g. reducing the Council’s Leisure Centre offering and opening times.
