Minutes of the Town Council Meeting held on Tuesday 9th March 2021 at 7pm via Zoom.

65.            APOLOGIES

Apologies for absence were received from Councillor Mark Bolitho and Councillor Brisbin who were unable to attend due to work.

 

No apologies were received from Councillors Craig, Laming, Mackay, Newman and Zhaveri.

66.            PUBLIC SESSION

Members agreed to extend the allotted 15 minutes should it be necessary so that all matters could be covered.

 

Councillor Glynn Hayes appraised Members of his reason of call-in on the Friendship House decision at Borough Council.  The outcome of the decision was yet to be known.

 

Steve Russell, sole trustee for Hatfield and District Age Concern who were currently the leaseholders of Friendship House to 2098, gave a brief history of the Charity and explanation as to why the charity could no longer continue.

 

Sarah Wren from Herts Independent Living Services (HILS) advised Members of the Services provided by the Charitable Social Enterprise and how it aligned to the work of Hatfield and District Age Concern.  With this in mind, the Service had approached Welwyn Hatfield Borough Council earlier in the week with a view to Hatfield and District Age Concern being permitted to assign their lease over to HILS.  She confirmed that HILS would let out the community building to other community groups such as Potential Kids as part of their charitable objectives.

67.            MOTION FROM COUNCILLOR EAMES-PETERSEN

Councillor Eames-Petersen advised that in light of the recent change to the potential future of Friendship House she wished to amend her motion detailed on the agenda to now read;

 

“This Council agrees to write to Welwyn Hatfield Borough Council to ask that Welwyn Hatfield Borough Council grant permission for the lease at Friendship House  to be re-assigned from Hatfield and District Age Concern to Herts Independent Living Service, to enable essential community services still to operate from Friendship House in Hatfield, particularly for the elderly in the future.”

 

Cllr Griffiths seconded the motion.

 

Councillor Juggins expressed her disappointment that some Labour Councillors had seen this a political matter and were in this week’s local newspaper wearing red rosettes.  In view of this, she requested that the motion be amended to;

 

“This Council agrees across all political parties that it will write to Welwyn Hatfield Borough Council to ask that Welwyn Hatfield Borough Council grant permission for the lease at Friendship House  to be re-assigned from Hatfield and District Age Concern to Herts Independent Living Service, to enable essential community services still to operate from Friendship House in Hatfield, particularly for the elderly in the future and this be reported to Welwyn Hatfield Times.”

 

Councillor Eames-Petersen seconded the amendment to the motion.

 

Councillor Hebden advised that the Borough Council decision from 5pm was to look at all potential options.

 

On being put to the vote Members RESOLVED unanimously that:

 

This Council agrees across all political parties that it will write to Welwyn Hatfield Borough Council to ask that Welwyn Hatfield Borough Council grant permission for the lease at Friendship House to be re-assigned from Hatfield and District Age Concern to Herts Independent Living Service, to enable essential community services still to operate from Friendship House in Hatfield, particularly for the elderly in the future and this be reported to Welwyn Hatfield Times.”
