Councillor Percival was elected Chairman for the ensuing Municipal Year.
Councillor Bond was elected Vice Chairman for the ensuing Municipal Year.
Apologies for absence were received from Councillor R Brisbin (holiday), Councillor R. Craig (work).
A member of the Platypus Swimming Club explained the background to the suggested change of hire time by Better (Hatfield Swim Centre) and the effect it would have on their Club Members and/or parents as well as those who had to use public transport.
A member of the Ellenbrook Area Residentsí association explained their proposed future use of the basketball area, noise issues and health and safety issues.
There were none.
The minutes of the meeting held on 3rd February 2021 were approved as an accurate record and will be signed by the Chairman in due course.
Local residents spoke about how they had been aversely affected by the installation of the hoop.† Other residents spoke in favour of retaining the court but moving the hoop to prevent children being hit by basketballs.
Members noted the report of officers.† They were sympathetic towards both users of the basketball court, providing diversionary activities for young people as well as the residents living nearby who had suffered from noise nuisance and anti-social behaviour by some users of the basketball area.
Members were clear that the basketball hoop could not remain in its current location and, if reinstated, would need to be moved 90 degrees to prevent balls hitting children in the play area.
Members noted the suggested whole court proposal for Birchwood Leisure Centre and were keen to see a sustainable way forward.
(i) The basketball hoop at Ellenbrook remain down for the time being;
(ii) The Town Clerk investigate the financial aspects of a new basketball court and outdoor gym at Birchwood Playing Fields and report back to a future meeting of the Committee;
(iii) Depending on the outcome of (ii), a review be taken of reinstating the hoop at Ellenbrook following a consultation exercise with users and residents.

The Chairman of Platypus Swim Club spoke to Members regarding the effect of changing their time at the Swim Centre.
Members noted the motion from Councillor Eames-Petersen.† It was felt that the Portfolio Holder at Borough Council should be emailed as soon as possible.
RESOLVED that the Town Clerk write to Welwyn Hatfield Borough Council Portfolio Holder for Sport and Leisure requesting that Better review their decision to change the booking time for Platypus Swim Club to avoid any further upset and to restore the hours on a Sunday previously set aside for the Club.
