AGENDA

              To note declarations of Members’ personal interests or personal and prejudicial interests in respect of items on this Agenda.

4.               MINUTES

              To approve as a correct record the Minutes of the Council meetings held on 23rd June 2021.  Copies attached and available to view & download at https://hatfield-herts.gov.uk/council-meetings-2

In accordance with Standing Order 12;

a.       The draft minutes of a preceding meeting having been served on councillors with the agenda to attend the meeting at which they are due to be approved for accuracy, shall be taken as read.

b.       There shall be no discussion about the draft minutes of the preceding meeting except in relation to their accuracy. A motion to correct an inaccuracy in the draft minutes shall be moved in accordance with standing order 10(a)(i).

c.        The accuracy of draft minutes, including any amendment(s) made to them, shall be confirmed by resolution and shall be signed by the chairman of the meeting and stand as an accurate record of the meeting to which the minutes relate.

d.       If the chairman of the meeting does not consider the minutes to be an accurate record of the meeting to which they relate, they shall sign the minutes and include a paragraph in the following terms or to the same effect:

       “The chairman of this meeting does not believe that the minutes of the meeting of the (   ) held on [date] in respect of (   ) were a correct record but their view was not upheld by the meeting and the minutes are confirmed as an accurate record of the proceedings.”

5.               QUESTION TIME

              Fifteen minutes of the Meeting will be given over to questions from members of the public on issues relating to the work of the Council.

6.               APPOINTMENT TO OUTSIDE BODIES

To appoint 1 representative on the Wellfield Trust – preferably not a Councillor.

7.               TO RECEIVE AND APPROVE THE RECOMMENDATIONS OF COMMITTEES

21st July 2021 – Resources & Policy Committee (and receive 10 minute presentation by Cllr Eames-Petersen on the Affinity Water response)

AGENDA ITEM 9

CODE OF CONDUCT TRAINING

On 21st October 2020, this Council unanimously resolved that the recommendations of the Borough Council Standards Sub Committee be accepted and that training be made available and cost implications be reported to a future meeting of the Resources and Policy Committee.

Two training sessions have been arranged in 2021. 

Councillors Brandon, Mackay and Newman have not been able to attend either session.

The Borough Monitoring Officer advised that Councillors cannot be compelled to undertake certain training but the advice of HAPTC should be sought.  HAPTC has advised that Paul Ainscough Associates are carrying out a parish session for North Herts District Council’s Monitoring Officer on Friday 17th September at 10.30am via Zoom and they are willing to open up this session to our 3 councillors.

Members are requested to approve the offer of a third training course to Councillors.

Risk Management

A Councillor found in breach of the Code and not attending training recommended by the Standards Sub Committee has reputational consequences for the for the Corporate identity of the Town Council.

Failure of Members to attend the training could leave them open to breaching the code of conduct in the future which also has reputational consequences for the for the Corporate identity of the Town Council.
