Minutes of the meeting of the Human Resources Sub Committee held via Zoom on 13th July 2021 at 6.30pm

1.               ELECTION OF CHAIRMAN AND VICE CHAIRMAN

Councillor Juggins was elected Chairman and Councillor Brennan elected Vice Chairman for the ensuing Municipal Year.

2.               APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs Brennan and Percival.

3.               MINUTES OF 24th MARCH 2021

The minutes of 24th March 2021 were agreed and will be signed as an accurate record in due course.

4.               EXCLUSION OF THE PRESS AND THE PUBLIC

RESOLVED that the press and public be excluded for the following items as their presence would be prejudicial to the public interest by reason of the confidential nature or debate of the business to be transacted - Public Bodies (Admissions to Meetings Act) 1960.

 

(i)           Employee Matters

5.               REQUEST FOR FLEXIBLE WORKING ARRANGEMENTS

Members noted the report of officers and advice from Ellis Whittam.

 

RESOLVED that the Post no. 23230 be permitted to change their hours of working from 3.30pm finish to 3pm finish on Fridays.  This to be permitted for a 3 month trial period.  The request to be treated as an informal request and as such does not fall under the Council’s Flexible Working Policy.

The Head of Operations left the meeting.

6.               TOWN CLERK’S APPRAISAL

Members RESOLVED that (having already received appropriate training) Cllrs Juggins and Brennan carry out the Town Clerk’s appraisal in October 2021.  It was noted that should any issues arise beforehand, it would be discussed between Cllr Juggins and the Town Clerk in the first instance.

7.               ORGANISATION CHART 2021

Members noted the chart as circulated.  It was noted that Post no. 22063 had suggested that they reduce their logged working week to 30 hours for a short period and to assist with work/home balance.

 

The Town Clerk left the meeting at 18:41 and returned at 18:50.

 

Members felt that in this instance, 5 days additional leave should be granted (to be taken as needed) and a review carried out in August.

 

Members were conscious that they did not wish to make too many changes to the Organisation just as it was opening up, agreed that the Organisation Chart should remain as is for the time being.

The next meeting of the Sub Committee will take place at 6.30pm on 24th August 2021.
