Minutes of the meeting of the Human Resources Sub Committee held via Zoom on 24th August 2021 at 7.20pm

1.               APOLOGIES FOR ABSENCE

Apologies for absence were received from Cllrs Juggins and Percival due to family matters.

2.               MINUTES OF 13TH JULY 2021

The minutes of 13th July 2021 were agreed and will be signed as an accurate record in due course.

3.               EXCLUSION OF THE PRESS AND THE PUBLIC

RESOLVED that the press and public be excluded for the following items as their presence would be prejudicial to the public interest by reason of the confidential nature or debate of the business to be transacted - Public Bodies (Admissions to Meetings Act) 1960.

4.               REQUEST FOR FLEXIBLE WORKING ARRANGEMENTS

Members NOTED the report of officers.

 

RESOLVED that this matter be reviewed at the end of October.

5.               STAFF ORGANISATION CHART

Members NOTED the report.

6.               APPOINTMENT OF HR SUPPORT FROM SEPT 2021

Members considered the quotes received.  The Committee were of the opinion that HR & Governance support could provide the best advice for the Council’s requirements for the next year, including the Governance aspect.

 

The Clerk was requested to establish Ellis Whittam’s future involvement in matters they gave advice on in previous years and how long the insurance cover lasted.

 

RESOLVED that a contract for 1 year be given to HR & Governance Support commencing 21st September 2021.

7.               REVIEW OF STAFF HANDBOOK

This matter was outstanding from previous discussions but it was NOTED that it would be included in the Staff Handbook Review included in the HR & Governance Support contract.

8.               FORWARD PLANNING

Members RESOLVED that Officers report back to the Sub Committee in early 2022.

9.               COMPLAINT

The Council’s Complaint Policy agreed at Council on 12th August 2020 stated that the complaint should be referred to the Mayor.  Members wished to ensure that Council Policies and Procedures were followed correctly.

RESOLVED that the Chairman & Vice Chairman appraise the Mayor and a meeting of the Sub Committee be held at 7pm on 8th September 2021 to discuss the matter.

The next meeting of the Sub Committee will take place at 7pm on 8th September 2021.
